I am unable to open chm-files, tried to add related components via Process Monitor (hh.exe, hh.exe.mui, hhctrl.ocx, hhctrl.ocx.mui) and added the related registry entries for .chm en chm.file, but without luck.

I selected the following components and from the help I assumed the core would remain in tact:
   <Element Category="Remove - Accessories" Name="Help and Support" Selected="true" />
   <Element Category="Remove - Accessories" Name="Help (Engine)" Selected="false" />

Which component is "responsible" for removing hh.exe and related files?

the 'html engine' component breaks .chm files for sure.
You can always use a third party app, like SumatraPDF.
