I want to know what my scripts folder structure is right.
It contains 3 exe files and one setupcomplete.cmd.
This cmd has this syntax:
start/wait %systemroot%\setup\scripts\install.exe
start/wait %systemroot%\setup\scripts\install1.exe
start/wait %systemroot%\setup\scripts\install2.exe
@echo off
exit
anotherthing: the comment in install.exe and install1.exe is;
path=%windir%\temp
savepath
setup=''install.cmd'' /s /q
overwrite=1
install2.exe comment:
path=%windir%\temp
savepath
setup=''winrar.exe'' /s /q
overwrite=1

its a long time since i made an sfx archive, but i think it looks good.
the comment is from winrar?
if it still does not work try 7zip sfx maker, its really easy to make.
add your exe set some checkboxes and at Task click the + and "run program" and just tipe your .exe in there (if you checked to extract to your temp folder "%%T\install.exe" and put your switches to the Arguments textbox.
thats it

Yes, the comments from winrar.
What there is some diference in $oem$ folder in Windows dvd\sources and install.wim\windows\setup\scripts?
Too thanks for your nice support, actually I am making a tweaked Windows 7 version, with some software like winrar, vlc and ccleaner.

if you mean what the difference between $oem$ and the script folder at install.wim is, and im not really 100% sure.
the %oem% folder will be copyed to your HDD:
http://unattended.msfn.org/unattended.xp/view/web/18/
https://technet.microsoft.com/en-us/library/cc766228%28WS.10%29.aspx
and files or scripts at the script folder will be executed
https://technet.microsoft.com/en-us/library/cc766314%28v=ws.10%29.aspx

it seems not to be a normal installer, so i dont get any parameter when i try /?. i can also not find anything on the internet.
probably the only way is to create a installation script with Autoit
https://www.autoitscript.com/site/autoit/downloads/
